Japan

Who Supervises What

FSA

Financial Services Agency

The integrated supervisor of banking, securities and insurance. Insurers are licensed and supervised under the Insurance Business Act, and the FSA publishes an annual report on insurance monitoring setting out its supervisory priorities.

Its powers include business improvement orders, which it used against major non-life insurers following the Bigmotor claims scandal. (Financial Services Agency, January 2024.)

Relevance: an insurer's oversight of the repair network it refers work to is a supervisory matter in Japan, not only a commercial one.
CALI

Compulsory Automobile Liability Insurance

Required for every vehicle under the Automobile Liability Security Act and covering bodily injury only. Property damage and liability above the compulsory limits sit with voluntary motor policies.

Relevance: two policies can respond to one collision, with different insurers and different processes.
GIROJ

General Insurance Rating Organization of Japan

Calculates and publishes reference loss cost rates for voluntary motor insurance and standard full rates for compulsory automobile liability insurance, and collects the underlying industry data.

Relevance: a shared statistical body, comparable in function to GISA in Canada.
PPC

Personal Information Protection Commission

Supervises the Act on the Protection of Personal Information, Japan's general data protection statute, which applies to the handling of claims data.

Relevance: direct for any processing of Japanese personal information.

South Korea

Who Supervises What

FSC

Financial Services Commission

The rule-making and policy authority for the financial sector, including insurance. It sets the regulatory framework that the supervisor then applies.

Relevance: the source of policy on insurance fraud and on the use of data in insurance.
FSS

Financial Supervisory Service

The executive supervisor, carrying out examination and enforcement of insurers under the Insurance Business Act. It publishes annual insurance fraud statistics, including the 1.16 trillion won paid on fraudulent claims in 2025. (FSS, as reported by Yonhap, 31 March 2026.)

Relevance: the FSS publishes more granular fraud data than most supervisors.
Fraud Act

Insurance Fraud Prevention Special Act

Dedicated criminal legislation for insurance fraud, separate from the general fraud provisions of the criminal code, supporting investigation and prosecution of organised claims fraud.

Relevance: few markets have standalone insurance fraud legislation. South Korea does.
PIPA · PIPC

Personal Information Protection Act

Supervised by the Personal Information Protection Commission, and among the stricter data protection regimes in Asia, with its own rules on automated decision-making.

Relevance: direct for any processing of Korean claims data.

Singapore

Who Supervises What

MAS

Monetary Authority of Singapore

Central bank and integrated financial regulator. Insurers are licensed and supervised under the Insurance Act 1966. MAS also issues guidelines on outsourcing and on technology risk management that govern how a supervised insurer may engage a service provider.

Relevance to a supplier: direct. Outsourcing and technology risk guidance is where a vendor arrangement is assessed.
GIA

General Insurance Association of Singapore

The industry body that publishes the Motor Claims Framework, under which an accident must be reported to the insurer within 24 hours or by the next working day, incorporated as a condition of motor policies. (General Insurance Association of Singapore.) Not a regulator.

Relevance: the clearest example anywhere of the notification interval being made a contractual term.
MVTPRCA

Motor Vehicles (Third-Party Risks and Compensation) Act

The compulsory third-party motor insurance statute. It preserves a third party's claim for death or bodily injury even where the policyholder reported the accident late.

Relevance: an industry reporting rule cannot displace statutory third-party protection.
PDPC

Personal Data Protection Commission

Supervises the Personal Data Protection Act 2012, which governs the collection, use and disclosure of personal data by private organisations.

Relevance: direct for any processing of Singaporean claims data.
